The Edinburgh Waterfront Partnership Accord aims to ensure that developments within the Edinburgh Waterfront support the maximum possible impact on employment, training and social/economic regeneration through giving access to targeted training employment and business opportunities.
Nature of the accord
The accord is a voluntary agreement between the three landowner/developers, namely National Grid Property, Waterfront Edinburgh Ltd and Forth Ports Ltd and key stakeholders, City of Edinburgh Council, Scottish Enterprise and Forth Neighbourhood Trust.
Key commitments:
Landowner Developers agree to:-
• Share and update relevant information on Waterfront site purchases, development plans, construction phasing & activities
• Co-operate with delivery partners in relation to training and employment projects
• Make all reasonable endeavours to actively encourage land purchasers, their contractors, subcontractors and employers to engage with access to employment and training activities Council, SEE&L, Forth Neighbourhood Trust and Partners:
• Co-ordinate activities, identify local people and provide training to enable them to take up employment opportunities
• Establish annual targets for training and employment activities linked to the regeneration of the Waterfront
• Identify funding and resources
• Work with the local business community to maximise opportunities for local businesses in the supply-chain Developer input and benefits
The Waterfront Partnership seeks developer endorsement of the Accords aims and their active co-operation with delivery partners.
In practice, “active co-operation” might include:
• Providing and updating labour/recruitment requirement information for the construction and operation of the site in a timely manner to allow partners to coordinate pre employment and skills training programmes.
• Agreeing reasonable targets for focused recruitment and training programmes for example, 5% of new construction jobs – directly or by influencing contractors/subcontracts
• Working with delivery partners to advise on the design and content of pre-employment training
• Agreeing to interview suitable candidates who have completed pre-employment training
• Agreeing to post all vacancies through the Waterfront Recruitment Centre
